1. My submissions of 27 August and 17 September give the

background to the Hong Kong Immigration Bill which was

introduced into the Hong Kong Legislative Council on 21

July and adjourned sine die.

2. In brief, the purpose of the Bill is to consolidate

and revise the immigration laws of Hong Kong. Although the

Bill does not seek to impose any new restrictions on the freedom

of entry into Hong Kong of citizens of the United Kingdom and

Colonies it does seek, inter alia, to facilitate the removal

from Hong Kong of British subjects who are not belongers of

Hong Kong and who misbehave or whose behaviour is not, in the

opinion of the Governor-in-Council, conducive to the public

good.

3. In FCO telegram No 628 the Governor was informed that

Ministers considered that certain amendments should be made

to the Bill. In reply (Hong Kong telegram No 648) the

Governor explained how he proposed to proceed. After further

reference to Mr Royle the Governor was informed that all his

proposals were agreed (FCO telegram No 686).

4. In his telegram No 722 the Governor has reported that the

Unofficial Members of the Legislative Council have asked for

two further amendments to the Bill, the second reading of which

has been deferred until 13 October. As the Governor has
