IMMIGRATION BILL
1. Your paragraph 4. As we understand the proposal,
the Unofficial Members wish to draw a distinction
between citizens of the United Kingdom and Colonies
who are patrials within the meaning of the forth-
coming UK Immigration Act, and those who are non-
patrials. On that assumption persons registered
in the UK, as well as those born, naturalised
or adopted, and the wives of such persons as well as
the children, should be included as "UK belongers";
and if that is done we would have no objection to
the proposal.
2. Fresh formal definition of "UK belonger" will appear in amendment to UK Bill to be tabled by HMG on 6 October ready for consideration in the Report
Stage in the Lords on 11 October. Text of amendment will be telegraphed to you as soon as
possible.
3. Once United Kingdom Act has become law the legal
position will be that UK patrials will have the right
of entry into the UK while non-patrials will have no
right of entry. In the circumstances HMG are unlikely
