I trust that this helps to clarify the position, and will serve to answer Baroness Summerskill's question (your saving despatch No. 28, HK K 1/10 of 26th January 1971 refers). I am afraid, however, that no questions on housing, squatters, etc., can be simply answered, nor can the problems and out methods of tackling them be simply explained. The whole subject is far too complex for easy understanding and the figures can never be wholly reliable: as indeed the time I fear it has taken to research the answers to your questions indicates. It is difficult enough to keep a grasp on these matters from my desk and I am afraid that from your end it will always be virtually impossible to do so except in the broadest way, although we will do our best to help.
