5. I have just received from Lord Garner the letter addressed to him by the Worker-Student Political Action Committee in Hong Kong on 26 January. This deals mainly with the conditions on resettlement estates. We first heard of this "Action Committee" in connection with a Christmas card sent to Mr. Royle. A Special Branch report on the Committee is attached. I agree with Lord Garner that the letter of 26 January is well argued, particularly where it deals with housing.
RECOMMENDATION
6. I recommend that a letter be sent to the Governor on the lines of the draft attached (this should not go until we have had confirmation from Lord Garner that he has no objection to our giving the Hong Kong Government the gist of his reply to the Action Committee) and that this complex housing problem should be one of the matters for discussion with Mr.
MacLehose.
