Much Less Than Previously Estimated

There are a lot fewer squatters and less crowding in resettlement
These two surprising facts which emerged

out of an analysis of Hong Kong's 1971 census results were revealed today.
The provisional figures for ground squatters in Hong Kong, Kowloon,
New Kowloon and Tsuen Wan is 188,000 as opposed to more than 300,000
previously estimated.

The census figure is based on an actual count; previous estimates
followed less detailed enquiries, Mr. Kenneth Topley, the Commissioner for
Census and Statistics said today.
The reason for the differences Mr. Topley said, was that many
people who did not actually live in squatter areas appeared to maintain a
foothold there with a view to securing a low-rent resettlement flat ultimately.
He said that the population of resettlement estates was only
943,500 as opposed to an authorized population of 1,099,000
less crowded than had been thought.

"It seems that many people who had the right to live in the estates
did not in fact live there. They had moved away but probably maintained
their rights by keeping their names on the tenancy card."
