Thank you for your letter of 24th June, 1971, addressed to Clinton. I am sorry that we did not define the expression "metropolitan area" in our telegram 413; this is a term which we have brought into relatively recent use to refer to Hong Kong, Kowloon, New Kowloon and Tsuen Wan/Kwai Chung, which together make up the central built-up area. According to provisional figures from the 1971 Census, the popula- tion of this metropolitan area is 3,460,423 so that squatters represent about 5.4% of this total.
