I am afraid that it has taken rather longer than we had hoped to get to the stage of consulting Executive Council on the future of the Urban Council, but I am glad to say that a paper on the subject has now issued to Members for discussion at their meeting on 1st June. We undertook to send copies of this paper to you as soon as it issued to the Executive Council, and two copies are in the bag.

Sir David will preside at this Executive Council meeting and will be able to report on Council's reactions to the proposals in the paper, when he is in London next month.
