The Council's finances will have to be related to the Colony's central estimates in such a way as to minimise the substantial double-accounting that might otherwise result, particularly as regards the cost of Goverment staff seconded to the Urban Council, and the cost of services, such as vehicle maintenance, provided by Government departments to the Urban Council. On the income side the aim would be to provide statutorily that the Urban Council's rate and fee income should accrue directly to the Council rather than through the
Government's accounts.
