Phase II

Phase I

In the initial stage, the pro- ceedings of the meetings of the Council should continue to be in English. The Government should, however, train a cadre of simultaneous interpreters so that simultaneous translation in ) English and Cantonese may be introduced into the Council's meetings at an early stage, and certainly before Phase II.

To permit the use of English and Cantonese. The present requirement that the Council's proceedings must be conducted in English should be relaxed to allow the use of Cantonese as well as English as soon as the Council is able to organize for itself a workable system of simultaneous interpretation.

Phase II

The law should be amended to permit Cantonese-speaking members of the public to be either appointed or elected as Members of the Council. The language of the Council would be either English or Cantonese.
