5. Medical
Phase I
It is suggested that the

Town Planning
Phase I
The Council should have representation on the Town Planning Board, and two members should be appointed by the Council to serve on the Board.
Phase II
Planning including urban planning, design, disposition and height of buildings, and the road system.
)A very specialized and a )Colony-wide function of this )sort is best handled under )the present arrangements, )that is, by the Public Works )Department with the advice )of the Town Planning Board )and departments. Similarly, highly technical and Colony- )wide functions such as road )programmes and control of )building heights, etc. must )be left to the departments )concerned.
7.
Information Services
The Council should have its own information service.
The appointment of Informa- tion Officers to the Urban Services Department is already under consideration.
8. Legal Service
The Council would have a Law Revision Select Committee. It is not thought that a legal officer need be seconded to the Select Committee, but the Committee should be able to call on the assistance of a legal officer when required.
The Council would be permitted to call on the assistance of a legal officer when required.
