This proposal should be generally welcomed in the
light of the current campaign to extend the use of Chinese in
official business.
Franchise:
(0). We are in general agreement with the Governor's
proposal that the franchise should remain as it is. Apart
from the arguments advanced by the Governor in favour of this
approach, there is always the danger that an extension of the
franchise might lead to attempts by the local Communists in a
politically apathetic community to gain substantial influence
in the Council.
10. It is almost certain that the Governor's proposals will
meet with a hostile reception from the present Unofficial Members
of the Urban Council. This seems inevitable when the proposals
are compared with those put forward by the Urban Councillors
themselves. But despite this and despite the possibility of
adverse reports in the local press, it seems likely that among
the better informed section of the local community there will be
some relief at the cautious approach to the problem. It is
however very difficult for us here to assess with confidence
the way in which proposals such as these are likely to be received
in the Colony. The important thing is that they are to be
published for general information and comment.
