1. We have now received the proposals of the Hong Kong Government
for modifying the structure, functions, powers and responsibilities
of the Urban Council. At their meeting on 1 June the Executive
Council accepted these proposals with certain reservations.
The Council also agreed that the proposals should be published
in an abridged form for public information and comment; there-
after they could if necessary be reconsidered in the light of
any comments received.
BACKGROUND
2. These proposals are the outcome of some five years
deliberation in Hong Kong and their formulation has clearly
presented the Governor and his advisers with considerable
difficulties.
During Mr Royle's visit to Hong Kong last
October, it was agreed that the proposals should be referred to
us simultaneously with their circulation to the Executive
Council and this the Governor has done.
3. The proposals are contained in:

A covering memorandum which sets out the problem and
recommendations in general terms;
supported by
this memorandum is
an Annex A giving the history of the Urban Council
and post-war constitutional changes,
(c) an Annex B which compares the Governor's proposals
with those put forward by the Urban Council itself in
