3. The proposal to clarify the Council's role by closely
defining its functions, coupled with the intention to remove all
officials from its membership will, I suggest, make it
correspondingly more important to continue exploring every

possibility of broadening the basis of unofficial representation
on the Legislative Council.
4. I note that your Executive Council advised that the earliest
date for introducing the scheme would be 1 April 1973. However,
in view of the length of time that has elapsed since the Urban
Council produced its first report I hope that every effort will
be made to introduce the new arrangements in April 1972, as
originally proposed.
5. I shall be grateful if you will inform me as soon as
possible of the proposed date of publication of the White
Paper.
