Honourable Members will note that the White Paper includes a short section (paragraph 21) on the employment by the Urban Council of its own staff. This subject was not included in the previous memorandum but it is considered desirable that there should be some reference to it in the White Paper since, otherwise, the staff of the Urban Services Department may be left in doubt about their future status.

Subject to Members' approval, it is proposed that the
White Paper should be tabled in the Legislative Council and published on 13th October 1971, Members of the Urban Council to be provided with copies at the same time as Members of the Legislative Council for their confidential information.

Honourable Members will be asked to advise whether the White Paper should be laid on the table in the Legislative Council and published.
(The Director of Urban Services (Mr D. R. W. ALEXANDER) will attend before the Council for the discussion of this item).
