EXECUTIVE COUNCIL DECISION OF 28.9.71
The Council considered memorandum XCC(71)52.
The Council ADVISED and the Governor ORDERED:
that the White Paper be laid on the table in the Legislative Council and published, subject to certain textual amendments, as follows :-
Paragraph 1. Second sentence. Delete the words "and public discussion".
Paragraph 2. Delete final sentence and add a new sub-paragraph to paragraph 5 to refer to "the existence of the Heung Yee Kuk and the Rural Committees in the New Territories".
Paragraph 7 sub-paragraph (c) and paragraph 37(c)(iii). Add the word "certain" before "cultural services".
Paragraph 8. Delete the word "moneylenders".
Faragraphs 10 and 22. Delete the word "requiring" and substitute "authorising".
Paragraph 17. Delete completely and re-number subsequent paragraphs accordingly.
Paragraph 21. First sentence. Delete the words
"some say" and substitute "a right to be consulted", or similar phrase.
Final sentence. Delete altogether.
Add a sentence to make it clear that the staff of the Urban Services Department will remain responsible to the Director of Urban Services.
