The courts have powers at present to impose sentences of corporal/punishment on male persons under the age of 16 on confiction of any offence, and on those aged 16 or oversfór a scheduled list of offences. The proposed amendment will add other offences in which violence or threat of violence is involved,

Corporal punishment is a publicly accepted part of the administration in Hong Kong and i traditional Chinese punishment The present measure has been recommended by the Executive Council.

I recommend that the measure be accepted and attach a draft telegram for approval.

In a letter to Sir Leslie Monson of 6 Aug 1970 the Governor expressed concern about the growth inviolent crime in the Colony and suggested that a greater use of corporal punishment might be a deterrent. question was discussed in a Submission of 1 Dec and referred to in Sir Leslie Monson's letter to the Governor of 7 Jan.
