Background
In a letter to Sir Leslie Monson Of 6 August 1970 the Governor expressed concern about the growth in violent crime in
the Colony and suggested that a greater use of corporal punish- ment might be a deterrent. The question was discussed in a
submission of 1 December 1970 and referred to in Sir L Monson's
letter to the Governor of 7 January.
