APPOINTMENTS TO THE JUDICIARY FROM THE BAR IN HONG KONG
1. Please refer to your letter of 10 December (Your Ref. SA 207/333/01) about pension arrangements for judges appointed to the Supreme Court Bench from the local Bar.
2. I am most grateful for the very comprehensive information you have supplied concerning the West Indies' arrangements. However, there are still two other possible precedents which I feel would be worth investigating before proceeding any further.
3.
The first of these is Nigeria, where occasional appointments were made from the Bar (in one case, of an ex-patriate), long before there was any question of pursuing a deliberate "localisation" policy.
4. In the second case, payments of terminal benefits to Judges appointed from the Bar to the Bench were also made in respect of Judges of the Central African Federation.
5. I should be most grateful for any information you may be able to provide on the above cases.
