Thank you for your letter of 2 July about appointments from the Bar to the Bench in Hong Kong.
2. I must apologise that owing to a misunderstanding on my part you have not had a reply to Tetter of 1 April to John West, particularly since we are completely in agreement with the views about the circular expressed by Sir J McPetrie.
3. The Hong Kong legal service in particular over the years has always been very concerned about questions of seniority and precedence and to issue the circular would be inviting representations from them.
