Thank you for letting me have a sight of these papers. Mr Rushford's proposal for contributory pensions to certain members of the Hong Kong Judiciary certainly represents as far as I am aware a radical approach to the particular problem experienced in Hong Kong in this particular field. We have however no specialised pensions expertise in DTGD and I should like to see the views of Manpower Department I in ODA, on whom we rely for advice on such matters, before commenting further on the wider implications of such an approach. If there is no over-riding urgency about the letter to Hong Kong, perhaps the papers could be referred to ODA. I should then like to see them again in the light of comments by Mr Hall, the HMOCS Liaison Officer who is currently attached to my department.
