1. You will remember that we had some talk when you were here on leave last summer about appointments from the Bar to the Bench.

I am writing about this now because when I was on leave in October Mr John Tilney MP referred to Mr Royle a letter he had had from Mr Henry Litton, the Chairman of the Hong Kong Bar Association. I am enclosing a copy of that letter.
3. I understand that when Mr Litton's letter was being considered it came to notice that we here did not know what exactly had been done about the proposal in my letter to Hugh Norman-Walker of 7 July following our exchange of telegrams (Hong Kong to FCO No 499 of 23 July and FCO to Hong Kong No 548 of 26 July). In view of this a further telegram was sent from here (FCO No 786 of 20 October). On my return from leave I myself asked that another telegram should be sent enquiring about this because no reply had been sent to Mr Tilney's letter to Mr Royle of 11 October.
4. I should be most grateful if you could call for your papers on this matter and let us have your views as soon as possible. No doubt Gerald de Basto is behind Henry Litton's letter to Mr Tilney.
