TYPHOON ROSE
1. The Governor of Hong Kong has reported in his telegrams
Nos. 571 and 572 that although this typhoon was small in area
it was "an intense and damaging one". The latest information
we have had from the Hong Kong Government Office, London,
about the damage caused by the typhoon is that excluding the
crew of the ferry Fatshan 15 people have been killed and that
259 have been injured, 16 are missing and 1512 have been made
homeless. 27 ships were grounded. There were no European
casulties.
2. Today's Evening Standard has an account of the damage
caused by the typhoon together with a photograph of the ferry
Fatshan.

I have received a separate report from Mr Rounthwaite who
is in charge of the British Trade Commission in the Colony.
4. We have been in touch with the ODA about Mr Rounthwaite's
recommendation that HMG might place the sum of HK$1 million
at the disposal of the Governor to alleviate suffering caused
by the typhoon. The view of the ODA at official level is
that, on the information we have got, assistance to Hong Kong would
not really seem appropriate to the aid programme.
I agree
with this view. If however public interest in this country is
aroused and there appears to be a general expectancy that HMG
will assist Hong Kong Ministers will no doubt wish to
reconsider the matter.
