Mr Glason telephoned to say
that he had taken the matter of a financial contribution from the ODA · up to Under Secretary level
(Mr Leach).
His view was that
on the information they have got it really does not seem appropriate to the aid programme. If anything is to be done it seems that FCO votes seem appropriate.
If it
were a major question of need which Hong Kong could not meet instead of envisaging a political gesture the situation might be different.
Mr Glason thought the ODA view would still be the same if the matter were taken higher than Under Secretary level.
