Apart from this, it would be most helpful if you could let us have your views on the Chinese action in offering the 3 million yuan.

The preliminary view here is that this is in line with the general policy of the CPG.to present a respectable image to the world and at the same time to further what they regard as their national interests. Judging from your reports of the damage caused by the typhoon nothing like 3 million yuan will be needed by "the compatriots afflicted by the typhoon". It seems to us that the CPG may have taken this opportunity not only to attempt to win favour among the people of Hong Kong generally, but also to top up the funds of the Hong Kong and Kowloon Federation of Trade Unions and the Chinese General Chamber of Commerce. We will be most interested in any assessment of the situation you are able to let us have.
