1.
With reference to the attached letter from the Governor to Sir L Monson, I attach a draft submission.
2.
You will recall that some time ago you asked me to prepare a Ministerial submission covering the draft of a letter which you thought that the Secretary of State might send to Lord Carrington.
The
necessary drafts are in front of (2) in this file, together with a draft Annex setting out the background to the matter.
3.
Defence Department saw these drafts at (3) and expressed the view that they should be cleared with the Ministry of Defence at official level before they are submitted to Ministers. I suggest that it would be preferable for us to obtain the Ministry of Defence agreement at official level to our draft Ministerial submission rather than that the Secretary of State should write personally to Lord Carrington. Sir L Monson might be willing to write to Mr Gwynn Nawne for this purpose. If this suggestion is accepted, the drafts in front of (2) will require a certain amount of modification and this will be done after Sir L Monson has replied to the Governor's letter.
