The Chiefs of Staff have now agreed to the proposal in your letter, HKK 10/10 of 8th November, to terminate the Dormant Commission issued to Commander British Forces, Hong Kong. You may therefore say in your submission that "the Ministry of Defence agree that the Commission no longer serves a useful purpose and should be terminated" We have no amendments which we wish to see incorporated in either the submission or the background note.

As soon as the proposal has the agreement of The Queen, the Chief of the Defence Staff intends to write to Commander British Forces, Hong Kong, to let him know that the Commission is to be withdrawn from him by the Governor. Would you, therefore, be kind enough to let us know when the proposal has been cleared by the Palace?
