3. The Foreign and Commonwealth Secretary will now advise The Queen that the
Commission should be terminated and, once Her Majesty's formal approval has
been obtained, will instruct the Governor to withdraw the Commission from CBF and
return it to London. At the same time CDS will advise CBF that this is to
happen.

It is not suggested that S of S should himself raise this subject, but the
Governor might seek to learn the state of play on the withdrawal of the
Commission.
