DEFENCE CONTRIBUTION
Decision conveyed to you in FCO telegram No 553
was taken by Ministers collectively at the highest
level and you can rest assured that when they took it
they had before them full details of your own
proposals.
2. The arguments in paragraphs 5 and 6 of your
telegram No 528 have been fully considered but the fact
remains that under your proposals HMG would receive
£3.5 million less during period 1971/2 to 1975/6 than
under the terms set out in paragraph 2 of FCO
telegram No 553. Moreover over a 7 year period it
would be reasonable to expect a higher rate of
contribution than £8 million over the last 2 years
to take account of rising costs over the longer
period.
