He has since reported that he has managed to secure

the support both of his Executive Council (on 31

August) and of the Finance Committee of the Legislatife D

Council (on 15 September) for a proposal which

will produce the desired level of contribution.

Moreover the Finance Committee have approved the

necessary supplementary provision to meet the

required expenditure during the current financial

year.

The next and final step in securing the

contribution is for the proposal to be approved

by the Legislative Council itself and the Governor

intends to put the matter formally to that body

on 1 October. He believes that the proposal

will be accepted by the Legislative Council but

is anxious to minimise any public criticism which

may be generated when the size of the contribution

becomes public knowledge. For that reason he has

asked if the condition referred to in paragraph

2 above may be modified by the substitution of

April 1971 for April 1970 as the base date for

assessing capital works costs. He has reported

that this was a point which attracted particular

attention when the matter was considered by the 관 Finance Committee.
