The Top Secret part of the Brief for Sir Murray MacLehose was sent under cover of our Saving Despatch No. 315 of the 26th April.

We have since re-examined it and done any necessary up-dating. The product of this review, with a little other material, is in the enclosed envelope, addressed to him. As it is Secret (not Top Secret this time) he may prefer to read it in the Foreign and Commonwealth Office rather than take it away with him. We shall anyway be grateful if you will arrange for it to be suitably passed to him.

We have in it told him that the proposed new defence contribution is to be put publicly to Legislative Council on the 6th October; and we have said that we will be asking you to pass on to him the report we expect to make to you of press and other reaction. So this letter is also to ask you to be kind enough to arrange for this to be done too.
