STRAY DOGS

The incident of a school girl in Tsz Wan Shan being mauled
to death by ferocious dogs has caused much concern amongst parents
in all areas. Many thought that the owner of the dogs should be held
responsible for the girl's death and that stricter measures should be enforced by Government against stray dogs. It was also suggested that the Police should also be brought in not only to catch stray dogs
but more important to prosecute irresponsible dog owners.

Arising out of this incident the Resettlement Department's
affirmation of the ban on the keeping of dogs in its estates was widely welcomed and many urged that it should be rigorously enforced.
CRIME AND PUNISHMENT

The detective who shot a young robber to death in preventing
a gang of four from robbing à goldsmith's shop in Tai Kok Tsui was
widely praised by people from any walks of life. These also made
the point that more plain-clothes Policemen should be employed to
fight similar crimes. The bank robbery at Waterloo Road led to the
suggestion that the Police should not only increase their patrols but also give some kind of training to bank guards since, judging from a number of recent robberies, they did not appear to be effective.

Commenting on a recent case in which four young criminals convicted of rape were sentenced merely to a training centre, a number of housewives and factory workers expressed considerable dismay and took the view that such lenient sentences would only encourage more young people to commit similar crimes.
8. The call for stiffer punishment of young criminals by Mr. P.C. Woo and the call by Mr. Wilson Wang for the setting up of a special commission on crime were widely supported by people from all circles. But some community leaders feared that the setting up of a special commission might delay further the introduction of immediate counter measures in the form of stiffer penalties and more Policemen.
"KEEP HONG KONG CLEAN" CAMPAIGN

Dr. Denny Huang's argument with Government about anti-hitter legislation does not seem to have attracted much interest. The public is much more concerned that the campaign, which many feel is long overdue, will get under way as quickly as possible and succeed. The point is also made that Government should as a first step ensure that U.S.D. is adequately equipped both in terms of manpower and
facilities.
