Thereafter, an ex-officio or Official Member may give
notice of a motion to approve the proposals set out in the paper
and this motion is considered in committee of the whole Council.
This will enable the Official Majority to be used s
as to secure adoption of the proposals.
(Again, it is to be hoped
that the Governor does not have to cast his two votes).
The Member in charge then reports back that the motion
has been passed in Committee, and the Council is then deemed to
have agreed to it.
This motion will initially provide the necessary money,
but there will need to be included at a later date in a Supplementary
Appropriation Bill. In accordance with practice, this kind of
Supplementary Appropriation Bill is not submitted to Exocutive
Council, on the ground that it only contains matter which has
already been agreed by Legislative Council and is thus formal and
too unimportant to require their advice. This reference to
Executive Council of this Bill could be avoided, but in Legislative
Council it would reopen the matter to public debate for the second
time.
