Subject to whatever is decided at this afternoon's meeting, the way in which I would like to put this problem to the DOPC is set out in the attached draft. We have agreed to show other Departments the draft we propose to submit to FCO Ministers. They may suggest amendments. We shall also of course have to prepare a brief for the Secretary of State.
