14. Eventually, at the beginning of June,
Governor reported that a majority of the Unofficial
Members of his Executive Council were prepared to
recommend the making of a "voluntary token" contribution
of £7 million per annum for a seven year period
beginning in 1971/72. This sum represented, in the
view of the Unofficial Members, the maximum that Hong
Kong could afford having regard to the factors referred
