1. By the time that this reaches you I hope you will have received copy of Hong Kong telegram No 528 about the Defence Contribution.

The attached reply to that telegram is intended as preliminary draft which may be useful as a basis for discussion. I have handed copies of it to Thorp and Brack.

We are anxious to let the Governor have a reply to his telegram as soon as possible. I should be grateful therefore if you would let me know by telephone whether you have any comments to make on the enclosure to this letter. It may be that the quickest method of agreeing upon the final form of the draft will be by way of a meeting. However, we cannot decide this until we know the nature of your comments as well as those of Thorp and Brack.
