Thank you very much for your letter of 9 March. I have now had a shot at redrafting the reply to the Unofficial Members of the Hong Kong Executive Council, A copy is enclosed.
2. As you will see, I have drawn heavily on the points included in your letter of 9 March. The reply is still rather long and I would welcome any suggestions for cutting it down.
3. I am also enclosing a draft of the telegram for the Governor. I have just received Garmon's letter of 11 March and I think it would be helpful if we could include in the telegram to the Governor something on the lines of the passage suggested by Gammon in para 3 of his letter.
I confirm that we shall be submitting the final drafts of both these telegrams to Ministers in the 7ČO.
5. I am sending coples of this letter to Gammon and Smith. If it will help we shall be glad to arrange a further meeting to discuss the enclosed drafts.
