5. These two drafts have been prepared in consultation with Aviation and Telecommunications Department, Commonwealth Co-
ordination Department, Defence Department and Financial Policy and Aid Department in the Foreign & Commonwealth Office, and cleared with the Treasury (who have consulted the Bank of England) and the
Ministry of Defence. Since the intention is only to reiterate
policy already agreed at Ministerial level, other Departments do not
consider it necessary to submit the reply to Hong Kong to their Ministers. But in view of the importance of this issue in our
relations with Hong Kong it is thought that the Secretary of State
will wish to be informed of the position we have reached.
6. I recommend that the Secretary of State be asked to approve
both draft telegrams for issue.
