With reference to my letter of 11 December 1970, I am enclosing copies of articles in local Chinese newspapers commenting on Sir John Cowperthwaite's recent reference to Defence Costs in his Budget speech.Ta Kung Pao is, of course, a leftist paper.
As you may know, Sir John referred very briefly to this subject merely saying that the matter was still under
consideration.
