HMG only
contribute 12% of the remaining costs of the
common infrastructure construction. The
other 88% is funded by our Allies. In
addition Germany provides a certain amount
of free accommodation (eg married quarters)
for the British forces on a bilateral basis.

Furthermore the whole cost of the Berlin
Brigade is funded by the German
Government. The total expenditure on local
supplies and services for the Berlin Brigade
is estimated at £15,013,000 in 1971-72.
And of course the Germans maintain a substantial
armed force as members of the NATO Alliance.
The analogy with Germany is not at all
relevant to the Hong Kong case quite apart
from the basic difference that British
troops are in Germany as members of the NATO
Alliance for the defence of the United
Kingdom. The British troops in Hong Kong
are there for the defence of the Colony
and to assist in the maintenance of law and
order.
