The attached draft together with the accompanying Hong Kong telegram are self-contained. The draft relates to a matter which I mentioned to you yesterday and you suggested that we should write to the Prime Minister's Office on the subject.
2. You also suggested that the best person to write to in the Prime Minister's Office would be Mr Hurd who was with Mr Heath when he visited Hong Kong, as Leader of the Opposition, in January 1970. The draft has been framed accordingly and its general line has been agreed with Mr Laird.
3. If you agree with the terms of the draft I should be grateful if you would write to the Prime Minister's Office without delay since we are anxious to go ahead with our negotiations over the Hong Kong defence contribution.
