I think you should know that the E and AD team based in Singapore has recently visited Hong Kong and has asked the Command Secretary for copies of various enclosures in his files about the Defence Contribution.

3. I have told the Command Secretary Hong Kong that I can see no grounds for his refusing the E and AD request since they could in any event borrow his file and make copies of the letters themselves. However as some of the letters originate from the FCO it is obviously important that we should let you know what is happening at the earliest possible moment. I have asked the Command Secretary to ensure that the Governor's staff are also aware of the E and AD request.
