This could be deleted. The first sentence is liable to be misunderstood unless we make it clear what is the minimum we could contemplate accepting. We have already indicated sufficiently clearly in the preceding paragraphs what has any hope of acceptance i.e. any reasonable variation to give £421M over five years and something over seven years which is a better average than that bearing in mind the need for some higher level for the latter two years.
