Many thanks for your letter No SCR 26/6411 or 5 February about payment for services provided by HM Forces in connection with the 1967 disturbances.

We are still in correspondence with the Ministry of Defence over the "Highland Bonnet" issue. However, in the course of that correspondence the Ministry have raised one other small item of £118 which, they say, it has been impossible to settle locally. The item is in respect of additional allowances which were paid to Hong Kong Other Ranks and which were intended to cover the extra cost of food etc, when the personnel in question were detained at their place of duty overnight. The item was included in the enclosures to Carter's letter to Cowperthwaite of 16 July 1968.
3. We understand from the Ministry of Defence that the item was in fact submitted at some stage to your Finance Committee but was rejected by them. This is the only information we have on the matter and we do not know the grounds on which it was rejected. We told the Ministry of Defence that we would take the matter up with you and I shall be grateful if you will let me know the circumstances of the claim and the grounds on which it was rejected.
