Dear Mr. Laird,
Thank you for your letter HK K 10/5 of 3rd March 1971, addressed to David Jeaffreson.
The item of £118 (paid as additional allowances for Hong Kong Other Ranks on standby duty) was put to Finance Committee and disallowed on the grounds that the expenditure incurred was not considered a fair charge to public funds. But without going into further detail, our records show that the matter was subsequently discussed at a meeting held on 19th February 1970 between the Deputy Financial Secretary and the Deputy Command Secretary. At that meeting the latter agreed to withdraw this particular claim on a "de minimis" basis.
