Mr Royle asked for a draft reply to Mr Wood's letter to him of 4 January.

A draft is attached. This has been prepared in consul- tation with the DTI and it takes into account the points made by Mr Wade-Gery in his minute of 11 January.

The previous submission and the minuting thereon are also attached.

The attached draft has been prepared as a result of the instructions conveyed in Miss Deas' note on enclosure C. If on reflexion Mr. Royle would prefer to speak to Mr. Wood, the draft can serve as "speaking notes". It has been prepared by Hong Kong Department in consultation with the D.T.I. and agreed with F.P.A.D.

In any event Mr. Royle will want to take into account the view expressed in Mr. Wade-Gery's minute of 11 January that if Mr. Wood does not relent, Mr. Royle should ask for an agreed statement of their disagreed views to be put to the Secretary of State for decision.

Mr. Royle should also be aware that the Secretary of State

will be seeing Mr. Wood on Monday 25 January for a discussion on
