1. We spoke on the telephone this morning about the proposal to make a grant to Hong Kong for the purchase of equipment for four technical institutes. I explained that I was under instructions to prepare with the ODA a submission to be sent to the Secretary of State jointly by Mr Wood and Mr Royle. I have also been instructed to have this paper prepared as soon as possible with a view to submission before the end of this week. The intention is that the paper should contain both Mr Royle's views and Mr Wood's views, and that it should seek a decision from the Secretary of State.
2. As a first step I said that I would send you a copy of the draft letter prepared for Mr Royle to send
I understand in reply to Mr Wood's letter of 4 January. that Mr Royle used this draft as a brief when he discussed the matter with Mr Wood this morning.
