AID TO HONG KONG

Since we spoke this morning I understand that Leslie Monson has been in touch with Dick King and they have agreed, in the light of the Foreign Secretary's decision, that you should be able to use the £400,000 which you have asked for to assist in the talks on defence costs which are being conducted in Hong Kong; with the proviso that the British exporters should put up a matching contribution on lines similar to the arrangements made for the Indian Institute of Technology some years ago.

2. I am looking into the Indian precedent but in the meanwhile perhaps the DTI will be able to tell us just how this could best be done. Accordingly I am copying this letter (and enclosing a copy of the Foreign Secretary's minute) to Miss Dodd at the DTI, and also to Lee at the Treasury to whom I am writing separately as I do not think he is yet aware of the interchanges between our two Departments.

Since writing the above we have agreed the telegram which you are sending to Hong Kong.
