I am enclosing the draft of the telegram we would like to send to Hong Kong about the equipment for the technical institutes. You agreed in general with the terms of this when I read them over the telephone to you yesterday. As you will see I have now included the sentence about the possi- bility of obtaining additional money from British commercial sources. I should be most grateful if you could confirm over the telephone by the close of play tonight that you have no objection to our sending this telegram.
