EQUIPMENT FOR TECHNICAL INSTITUTES IN HONG KONG

1.

Mr Koyle discussed this with me last Wednesday. I have now prepared the attached draft telegram for the Governor. I showed this to Sir L Monson last night and he agreed with this approach. Mr Wilford is away today so I cannot show it to him but I have no doubt that he would agree too.

2.

I have not seen the comments of the Secretary of State for Trade and Industry (please see Mr Pattison's Memorandum to Mr Forrester of 10 February). I understand however that the DTI will confirm their support of Mr Royle's proposal.

3. I read over the draft telegram/to Mr Kisch of the ODA yesterday and he agreed that they would have no objection to our approaching the Governor in this way. To be absolutely sure, however, that we do not fall down over this I have sent an urgent letter to him this morning asking for confirmation that the ODA agree to this draft. I have added in a piece about exploring the possibilities of obtaining additional money from British commercial sources, at their request. I have told the ODA that we would like to get this telegram away by the close of play today.

I should be grateful if you could show the draft to Mr Royle and let me know if he agrees that it should issue.
