EQUIPMENT FOR HONG KONG TECHNICAL INSTITUTES
Mr Kershaw discussed with Sir Michael Walker and myself
this morning #r Royle's draft telegram to the Governor of
Hong Kong about the nature of our offer to provide technical equipment for these institutes. The upshot is that Mr Kershaw
decided that we should undertake to provide from the aid programme aquipment of up to £100,000 for each institute within a maximum of £400,000 total, He also decided that an approach
should be made to industry to ask them to provide additional
equipment, though this should not be communicated to the
Hong Kong Government since if it failed the Hong Kong Government
might then come back and ask us to increase our offer.
also agreed that there was no point in consulting industry until we had established exactly what equipment is required.
Perhaps you will proceed on these lines. If the Hong Kong Government accept the offer we should get our Technical
Education Adviser to agree with the Hong Kong Government on the list of equipment required on the basis of which we can then
approach tha British industry.
Perhaps you will let the DTI know of this decision.
